OK, Husband is NOT doing his part with the kids, its causing trouble at my job?

Don't answer the calls on T, Th - let the daycare try to reach him and then contact the authorities when he doesn't show up. I think that will teach him a lesson. Aggravating as heck - but an effective way to push the point.
