Is God just being mean by causing famine in Somalia or is there a divine purpose in starving babies to death?

The people there are poor, they cannot help it. There are volunteers and church groups that do venture out to help starving people, don't forget that. Africa used to be a great place actually, that is, until the life-ruiners came and messed things up, dividing territories, causing wars, spreading diseases, selling millions into slavery... But now you want to blame God... Right.
