Do SETI listeners use the principle of harmonics of frequency to search for intelligent alien signals?

The left over frequency noise of the 'big bang' has a certain hertz frequency. I would ume all highly advanced ET's also know this. Could not this frequency be blocked using its harmonic equivolent? If so, could not this be the direction to go in detecting various types of radio 'signals' which might be considered intelligent?
