Becoming the US President & money?

As a European I can't understand why money is so important in becoming the US President..sure you need to cover campaign expenses but it seems to me( maybe wrongly) that your policies don't matter if you have the cash. Why doesn't the US system put a cap on funds & give each delegate an equal amount so that the elections are more about policy & less about publicity?
